Terry Wyer, Founder & CEO of CGH Capital LLC

Terry Wyer is the Founder and CEO of CGH Capital LLC, an American development finance consulting company built to bring senior, specialist expertise to complex investment and technical assistance assignments worldwide.

With more than 25 years of experience across 50+ markets, Terry has worked at the intersection of development finance, private capital mobilisation, government advisory, blended finance and financial institution strengthening. His career has focused on turning development priorities into practical, investor-ready solutions — from MSME and agricultural finance programmes to sovereign investment platforms, blended finance vehicles, PPP strategies and bankable project pipelines.

Before founding CGH Capital, Terry held senior leadership roles with the International Finance Corporation, Heifer International, USAID’s Southern Africa Trade and Investment Hub, and the Africa Medicines and Health Impact Investment Fund. He has also advised or worked with leading institutions including USAID, FCDO, MCC, Rockefeller Foundation, VisionFund, Tony Blair Institute, IFC and EBRD-linked programmes.

At IFC, Terry designed and launched the $250 million Africa MSME Finance Program, supported by a $30 million advisory platform, to expand SME lending through African financial institutions. He also structured agricultural finance initiatives focused on strengthening credit processes, institutional capacity and access to finance for underserved markets.

As Senior Vice President of Investment Programs at Heifer International, Terry built the organisation’s impact investment function from $9 million to $94 million, deploying capital across 13 countries and reaching more than 650,000 smallholder farmers. Through USAID-backed investment facilitation work in Southern Africa, he helped mobilise more than $300 million in private investment across the region.

Terry’s current and recent advisory work includes supporting partner governments across Africa and Eurasia on foreign direct investment promotion, investor targeting, investment-climate reform, blended finance structuring, PPP development and bankable project preparation. His work has spanned sectors including agribusiness, food systems, water and sanitation, health, climate resilience, infrastructure, transport, digital/ICT and financial inclusion.

Through CGH Capital, Terry is building a more agile and expert-led model for development consulting — one that moves beyond traditional consulting structures and focuses on practical delivery, vetted sector expertise, digital and agile thinking, and measurable development impact.

He brings to CGH Capital a career-long commitment to connecting capital with purpose, helping governments, development institutions and financial institutions move from strategy to implementation.
